Abstract
Over the last 50 years, the control practices of public sector organizations have become more similar to the control practices of private sector organizations. As a result of this, output and performance play an important role in the management control of public sector organizations today. This shift has been criticized, with some arguing that business-like management control is not suitable for the public sector. According to contingency theory, suitable management control is dependent on certain variables. This thesis provides a case study and contingency analysis of the management control of a team of caregivers and social workers. The objective of this study is to investigate the management control system from the perspective of these professionals and to determine the suitability of the management control system in this case. The results show that output and performance indeed play an important role. The results also show that the management control system does not match with the activities of the team. However, the main finding is that this mismatch is not problematic because the measure of output does not specify or influence which activities have to take place.
