Abstract

Despite that the UNHCR's established integration policy as the best approach for global refugee policy, there is a notable discrepancy between this policy goal and its implementation. This research investigates how this discrepancy is legitimised by the UNHCR through a critical discourse analysis of policy papers on Kenya. The study addresses the question: How is integration policy represented in UNHCR policy papers on Kenya, and how are accountability and legitimisation framed to justify the discrepancy between policy goals and implementation? The analysis revealed that the UNHCR emphasises the Kenyan government as a constraining factor, using conviction of reality and voice of expertise as primary legitimisation languages. Research reports indicate that the UNHCR is aware of other factors contributing to the discrepancy, though these are not prominently featured in the discourse. This study connects accountability and legitimisation to understand how power structures influence UNHCR discourse on integration policy, offering insights into creating a more conducive environment for policy adaptation and implementation. However, this research is limited by the sample of documents analysed and ethical considerations. Future research could include a broader range of documents and more general integration policy papers to gain a more comprehensive understanding of the UNHCR's legitimisation language. Keywords:
