Abstract
This research has investigated the relationship between two provincial policy arrangements (the ones in Noord-Brabant and Limburg) and the success of community initiative for RE located within the provinces. Within this study, the success of community initiatives for renewable energy is seen as possessing the following seven cooperative principles: voluntary and open membership, democratic member control, economic participation through direct ownership, autonomy and independence, education and training, cooperation among cooperatives and concern for the community (REScoop, 2013). Furthermore, reaching financial and energy-related goals are seen as an indicator of success.
Interviews with both experts in the field of the provincial policy arrangements and board members of community initiatives for renewable energy were conducted. In addition, the research has used a survey and a document analysis.
The results reveal how the provinces have a steering role, collaborating with other relevant actors such as BOM (Brabant) and REScoop (Limburg). The provincial policy arrangements mainly influence the initiatives through subsidies, funds and knowledge related support. These supporting mechanisms positively influence the autonomy and independence principle, the education and training principle and the cooperative among cooperative principle. Furthermore, the financial and energy-related objectives are reached because of the supporting mechanisms.
