Abstract

This study has as aim to compare the effect of the media agenda on the parliamentary agenda of the Bundestag in Germany and the Tweede Kamer the Netherlands, looking at party types, issue types, media types, and adding institutional context as a variable. For this study a total of 1,076 parliamentary questions in the period April-June 2018 were analysed using a qualitative content analysis. Overall, media influence on the parliamentary agenda is present, but conditional, and significantly stronger in the Netherlands than in Germany. Contrary to expectations, no significant differences were found for issue types (obtrusive or non-obtrusive issues) or party type (coalition or opposition). However, the findings confirm earlier findings in the literature that printed media exert a stronger influence on the parliamentary agenda than audio-visual media. The study adds institutional context as moderating factor for media influence on the parliamentary agenda and provides a comparative perspective between Germany and the Netherlands on how parliamentary capacity shapes media influence.
