Abstract

A research about the delay of hard housing plans in the Netherlands and the role of the municipality in this. Our main research question is: “What are explanations for delays in area development projects within a context of active involvement by local governments” To answer this research question a case study was conducted, where five cases were selected which were already classified as delayed. Semi structured interviews were conducted with respondents The results showed that housing construction where the municipality is involved is a very complicated story where delays can occur at many times and in many ways. In almost every category for delay, causes were mentioned by respondents. This brings us to our main question, and the answer is that delays can certainly occur in locations where the municipality owns land due to investment strategies. The municipality tries to fulfil its role as market master as best it can by making everything go as smoothly and financially favorable as possible within the framework of the law. However, if the development turns out to be financially unfavorable, the municipality also chooses to take the delay for granted and to look at possibilities to make the plan financially feasible.
