Abstract

Until now, we have not been able to agree on a widely accepted definition of railway sustainability. The concept needs more research and development. Therefore, this research sets out to develop a railway sustainability model that ranks the national railways of Europe. After the assessment, the research continues to provide direct recommendations to the less sustainable countries on ways to improve their railways towards sustainability. The research takes both a quantitative and qualitative approach. Starting with a GIS-analysis and Analytical Hierarchy Approach to find the scores of the researched countries. This led to the conclusion that West European countries outperform East European countries. Following this, a Policy Arrangement Approach was conducted on Greece and Sweden. From this, the most important take-away from this research came into light: less sustainable countries are more focused on railway safety and more sustainable countries on railway sustainability. This shows that achieving railway safety is necessary before railway sustainability can be achieved.
