Abstract

The frequency and intensity of droughts are expected to increase in the future as a result of climate change. Therefore, drought policies have to be developed. This research looks at how the municipality of Aalten can develop policies to counteract the negative effects of drought as a result of climate change and hereby use the instruments of the new Environment and Planning Act. The methods of literature research, participant observation, interviews, and focus group research were used. The method of actor analysis was used to inventory the stakeholders’ problem and risk perceptions, interests, and possible solutions. By developing a future vision in cooperation with other regional partners, in which the drought issue is approached integrally via the policy domain of spatial planning, the municipality of Aalten can include drought policy in its environmental vision. This can be further elaborated in a programme and environmental plan. A major spatial re-planning in the Achterhoek with a reallocation of functions will be necessary to cope better with droughts in the future. Furthermore, the most important barriers in the process of developing drought policy are conflicting timescales and a lack of human resources within municipalities.
