Abstract

Until 2035, 100.000 housing units need to be added to the Dutch housing stock each year to reduce the housing shortage. In fact, population growth has accelerated rapidly, but unfortunately this has not been accompanied by strong growth in the housing stock. The biggest delays in housing construction occur at the initiative phase until the zoning plan or environmental permit application stage. According to the Ministry of the Interior and Kingdom Relations, one of these delays is the cooperation between the various parties involved. The purpose of this study is therefore to understand the delays within the phases from initial initiation and permits granted in order to ultimately accelerate. The added value of this study is that it focuses on the collaboration between the municipality and the developer, an important collaboration that has been underexposed. The research strategy central to this study is a multiple case study, which looked at municipalities that actively use acceleration actions: the 100-day approach or the acceleration table.
