Abstract
This study examined how the Dutch Environment and Planning Act influences the outcome of area development processes. Firstly, the Institutional Analysis and Development Framework of Ostrom was applied to analyse how the new Environment and Planning Act affects the rules of the game for the parties involved in spatial planning at the municipal level. The main instrument of the Act introduces several changes that influence the rules of the game. Secondly, it analysed what the expected influence of these new rules is on the outcomes of area development processes on the subject of climate change adaptation. The legislator identifies three bottlenecks of current Dutch spatial planning and the Environment and Planning Act will be introduced to overcome these bottlenecks. Thirdly, simulation gaming was used to analyse whether the expected effects can be demonstrated on the subject of climate change adaptation.
