Abstract

In the Summer of 2021 in Limburg, the Netherlands, an extreme flood event happened. Due to extreme precipitation on a regional scale, the smaller tributaries of the river Meuse flooded and this caused severe damage. Climate change may lead to a more frequent occurrence of such events and may change views on how to cope with floods. The present research study is carried out to evaluate the performance of the flood risk management governance arrangements. This is done by using the policy approach Multi-layer water safety and the Institutional Analysis and Development (IAD) framework (Ostrom, 2005). This research is built upon a multiple case study design, applied in two local case studies in the province of Limburg. This research teaches us more about the performance of the governance arrangements and how these can be improved. The conclusions of this research are that the regional water systems lacks attention. Also the focus of the stakeholders is not only on water safety, but also on housing development in flood prone areas. Another conclusion is that responsibilities are not clearly divided. A recommendation for the stakeholders is to create safety norms in the regional water systems and to develop housing policies on flood prone areas.
