Abstract
Due to the harsh economic situation in the financial crisis that started in 2008, areal development in the Netherlands was characterized by several delayed projects. Delay and the resulting additional costs required change and therefore two things happened. The government shifted its role from active to facilitative and besides, the concepts of rationalization was introduced. Rationalization was designed by a team of experts and focused on regulations on municipal level. The initial thought was that those regulations, added to national policy, caused the delayed developments. In several municipalities pilot studies were set up to test the new way of working. In this thesis I combined the experiences with rationalization with the institutional theory in order to investigate the institutionalization and permanence of rationalization. I deepened into the post-crisis tendencies in Dutch areal development and made a framework based on the institutional theory. I created a checklist with criteria that sorted institutional changes from temporary phenomenon and used it to assess the data from my case studies. The interviews I took combined with the literature research enabled me to draw my conclusions.
