From control towards collaboration in communities: how bureaucratic organisations affect collaborative capacity

Abstract

Due to the increasing complexity of the environment of organizations, they are more and more unable to realize solutions for social issues within the boundaries of their own organization. This increasingly generates collaborative organizational forms, including the community in which several organizations pursue common goals and collaborate based on common values. Because bureaucratic organizations differ from communities in their way of organizing, dysfunctions can arise in their collaborations. In order to gain a better understanding of collaboration in those communities, this study examined the effect of bureaucratic organizations on the collaborative capacity of the community. In the community 'Talent in beeld, talent in actie', which focuses on career counseling for students at school, qualitative research has been executed among various organizations in a community about their collaborative capacity and which dysfunctions occur as a result of the participation of bureaucratic members. Elements for collaboration such as information exchange, selforganization and processes, protocols and infrastructures were examined. In the collaborative capacity of this community it becomes clear that the effect that bureaucratic organizations have on these elements of collaboration depends on the proximity of members to the inner circle. The closer members are to the inner circle, the stronger the elements and thus the ability to work together. The further members are from the inner circle, the more members of the community become alienated from the entire process, the more selective information members receive and the lower the degree of flexibility of members becomes. Based on a schematic representation of the findings and conclusions from the study, a series of implications for follow-up research are provided.
