Abstract
In response to contemporary policing challenges, intelligence-led policing (ILP) emerged as a proactive management model. Prior studies proved its implementation far from straightforward, but when studying its barriers often focused on the organization as a whole, losing department-specific nuances as a result. In order to identify key issues and potential solutions for improved ILP implementation, this thesis explores ILP perceptions across police departments, addressing how the employees of these departments further shape ILP . Using a Dutch case study on the policing of outlaw motorcycle gangs (OMG) by intelligence and law enforcement employees alike, qualitative data from interviews, documents and observational notes were analyzed inductively. This thesis offers a holistic view of intelligence needs, embracing both product and working needs, and suggests how reactive downscaling may hinder the policing of OMG. Interestingly, the conceptual model suggests that information engagement can help overcome barriers by enhancing collaborative interaction.
