Abstract

A crucial element for successful biodiversity restoration is the connectivity between rural landscapes. The implementation of green-blue infrastructure (GBI) has the potential to connect rural landscapes and thus significantly improve and increase biodiversity. This thesis aims at investigating why and how Dutch municipalities are (not) implementing GBI in municipal-owned areas. The main research question used is: ‘What are the main factors supporting or hampering the successful implementation of green-blue infrastructure on municipal-owned land in rural areas?’ This thesis draws upon the determinants framework of implementation by Bullock et al. (2021), which uses different sets of factors to analyze implementation outcomes. The data collection took place through a survey and multiple expert interviews. The survey was set out to all 51 municipalities within Gelderland. The results of the survey were used to gain insights into which municipalities were already actively implementing GBI, and supported the selection of interviewees. After analyzing the data, the main supporting factors are: (1) the characteristics of the municipalities (2) the collaboration between actors (3) the availability of financial support. The main hampering factors are: (1) the characteristics of the GBI, (2) the resistance felt from the affected actors (3) the lack of designated leadership.
