Abstract
In the light of growing awareness regarding sustainability, several actors in The Netherlands have come together and introduced the territorial foresight of disconnecting all households from the natural gas network in the Dutch province of Gelderland. The implementation of this foresight, however, requires continuous commitment from the involved stakeholders, which is not a given considering possible misalignments between the stakeholders’ goal frames that lower the commitment. This study focusses on this implementation process and seeks to explain the stakeholders’ commitment using Goal Framing Theory along with several frame alignment strategies to align the stakeholders’ distinct goal frames. Data was collected in the Zilverkamp neighbourhood, where several stakeholders collaborate on a weekly basis to discuss the implementation of the gas disconnection. Results highlight that the stakeholders use somewhat similar goal frames in that they all focus on gain and normative goal frames. Moreover, the stakeholders use frame bridging and frame extension to align their goal frames. This frame alignment results in commitment from all stakeholders. Interestingly, the results show that the stakeholders use frame extension in order to apply frame bridging. The stakeholders could focus on hedonic goal frames as well since focussing on all three types of goal frames could increase commitment even more.
