Decarbonizing regional railways: exploring the dynamics of collaborative governance in the Netherlands

Abstract
Regional lines are one of the main polluters of CO2 in our current rail network due to the diesel train propulsion. The current governance of regional railways is complex and has a specific and dynamic decision-making process that involves multiple stakeholders with different interests. At this point, it results in a standstill for future decarbonization due to large uncertainties, interdependencies in a technical way and the intensive collaborative process. Therefore, this research tries to find out what can be learned from the collaborative dynamics towards a pathway to zero emission for regional railways in the Netherlands. The focus of this study are the collaboration dynamics, which are unpacked across three components: principled engagement, shared motivation and Capacity for joint action based on the collaborative governance model developed by Emerson and Nabatchi (Emerson et al., 2012). Therefore an explorative literature review and semi-conducted interviews were taken and provide insights in the dutch colaborative governance regimes. These insights in the collaborative governance regime could help to define future steps to reduce its CO2 emissions and its climate goals.
