Abstract
Cities play a crucial role in promoting sustainability, liveability, resilience, and equity. Urban Green Spaces (UGS) are often employed to mitigate climate change, human influx, and biodiversity loss, yet questions remain about their effectiveness in ensuring Environmental Justice (EJ). Research shows that science is not sufficiently applied to balance human and ecological needs, and that policies often fail to achieve justice. This study, using the Policy Arrangement Approach (PAA), examines how just the UGS PA of ‘s-Hertogenbosch (Den Bosch) has become by comparing the old and current PA’s through the lenses of recognition, procedural, and distributional justice. The research employs semi-structured interviews, document analysis, and observations. Findings reveal both stability and change in Den Bosch’s green space PA: while the municipality retains significant power, there is a shift towards more equitable distribution of UGS and resources. The rules of the game have evolved to include greater citizen participation, yet procedural justice remains limited due to selective inclusion. Despite increasing focus on UGS for climate resilience, recognition justice is lacking, as individual non-humans, businesses and ‘ordinary residents’ remain marginalised. This research demonstrates the effectiveness of PAA in analysing EJ and suggests further work is needed to fully achieve justice.
