Abstract

By taking an industry structure perspective, the study investigates the interplay of factors that are affecting the energy transition towards green hydrogen in the Dutch shipping sector. Driven by societal demands and upcoming regulatory requirements, the industry is looking for greener alternatives. In this search, green hydrogen technology has been acknowledged to bear significant potential for a zero-emission shipping future. However, there are still a lot of challenges to overcome. The study shows how uncertainty about type of technologies and unclear regulations are hampering investments into innovative, sustainable technologies which come along with both high capital expenditures (CapEx) and high operational expenditures (OpEx). On top of that, the tangled interrelations in the industry make responsibilities to take the lead in the transition complex. Next to that, current infrastructure is underdeveloped or non-existent while the industry is also facing competition from related industries for the limited availability of renewable energy and human capital. Above these conditions for an energy transition, a viable business case is needed. From regulatory side this can be enhanced by creating an (internationally) level playing field and restrictive and supportive clear policies, while the industry can think of charging end-customers with a standard green transport fee.
