Abstract

This thesis delves into the topic of citizen participation in the Netherlands' regional energy strategy (RES). Citizen participation plays a crucial role in the country's energy transition, but the implementation of participation processes has encountered various issues and has not met the Dutch government's objectives. The thesis focuses on six factors that can hinder participation processes. It examines existing literature on these factors and collects empirical data through expert interviews and a stakeholder questionnaire in the Province of Utrecht. The study reveals that trust in governmental bodies, financial and intellectual resources, having a representative population and institutional support are all factors that can impact participation processes. Additionally, the research highlights that the prevalence of misinformation and the timing of participation processes can also have negative effects on participation processes.
