Abstract

This thesis contributes to the discussion on the development and (future) vitality of transatlantic security from the perspective of a small state of Estonia and in the context of a shifting world order. It argues that Estonian representative leaders (Presidents) Lennart Meri (p. 1992-2001) and Alar Karis (2021-now) have both considered NATO and the EU as key organizations for ensuring Estonia’s security (from Russia) and that this view has not changed even in the context of shifting world orders and security environments. The thesis also shows that despite Estonia’s small size, Meri and Karis consider it a valuable and active member of the transatlantic security framework. These arguments are based on thorough qualitative content analysis of the Presidents’ speeches on the topic of security politics to foreign and domestic audiences. This is coupled with a framing analysis to ultimately better understand the continuities and changes in how the two President imagined the Estonian role and position in the transatlantic security framework.
