Abstract
This thesis focuses on the organisation of regional governments regarding European funding programs
via direct management within the Netherlands. The aim is to gain insight in the role of regional
governments and their organisations regarding European funding programs. A case study, focusing on
Noord – Brabant, Utrecht, Overijssel, Groningen and Flevoland was done. The research shows that the
availability of financial resources is an important factor, both negative and positive, within
Provincies. Furthermore, it shows that the networks of Provincies are also important. It matters if
there are strong regional development agencies and Triple Helix organisations within a province.
The administrative capacity is important because the interviews show that Provincies with a higher
administrative capacity are proactive on European funds in contrast to Provincies with less
administrative capacity. Another factor is the market, provinces with innovative parties, as
research and education institutes and large companies, are receiving more European funds via direct
management than the others. The political factor is also important. Provincies who mention funding
programs via direct management in their policies are more active on European funds via direct
management. This research is an initial exploration of regional governments and their relationship
with European funding programs via direct management.
