Development Stalled: A study on the non-realisation of housing plans in non-urban municipalities

dc.description.abstractAlthough sufficient plan capacity is available, many housing plans in the Netherlands are postponed or scrapped, aggravating the shortage for new housing. This study is specified to reasoning behind stalled development in Dutch non-urban municipalities, and is performed by conducting a qualitative research approach, including semi-structured interviews with five non-urban municipalities and two housing experts. Results show that non-realization of plans is mainly a cause of long-taking planning procedures, against which stakeholders can appeal at the Council of State. Moreover, this type of municipalities is lacking the amount of qualified employees to handle these procedures.
