Abstract
In the framework of the Climate Agreement, the target in the Netherlands has been to establish and implement zero emission zones for city logistics in 30 to 40 cities by 2025. This shift in Dutch cities will cause a slew of multiple spatial challenges for governments, municipalities, and logistics providers. Raising plenty of diverse concerns regarding logistical integration and its relationship to liveability with the city. The objective is for deliveries and other logistical movements to take place effectively and with minimal influence on the living environment while remaining carbon neutral. I opted to study how the use of a serious game in the early stages of planning may assist decision makers as well as a wide group of stakeholders in mapping and identifying the major challenges that these developments may face. Investigating the transferability and scalability of effective logistics alternatives and solutions that might help with last-mile deliveries and urban freight mobility. The emphasis was placed on the many concepts that already exist in order to identify the present difficulties that are encountered in terms of integration within existing urban space. By looking into how serious games can further promote these concepts.The results showed that the serious game can be a useful tool that provides a lot of preliminary data and can sketch an idea of the dynamics of the decision-making process within a given project. It can also be used as a learning tool and help identify obstacles. However, given the limitations and the scale of this research further testing of this method within different contexts is still required to strengthen these conclusions. Finally, it is advisable that additional research should be conducted to gain a better understanding of the motivations behind particular players' reluctance to assist policy implementation, as well as to assess the extent to which the simulation during the serious game matches the final outcomes of the policies in real life.
